This indeed sounds like a bug, but the bug is in Norton 360. I'm afraid there is nothing we can do about it, it's up to the developer of this antivirus product to fix the issue in their product.
I suggest you use the antivirus product's "ignore" or "exclude" or "whitelist" feature to make it not scan and remove jv16 PowerTools and I also suggest you to report this issue to the developer of this antivirus product so they could fix this bug in their product.
