Scrolling: Display Lags

I'd like to know if others, in fact, experience the screen display to scroll AFTER,
not AS, you move the screen scroll bar. I find the problem exists on the following pages where scrolling is possible:

Dashboard
Finder
Big File Finder
Duplicate Finder
File Splitter
Web Blocker
Settings

Which method do you use to move the scroll bar? For example, the mouse wheel? Clicking the arrow button under the scroll bar? Dragging the scroll bar thing with mouse?
