1) Although in Settings of System Cleaner "Always create a System Restore Point before Cleaning" is selected, NO System Restore Point is created before cleaning.
2) When I clicked Fix, a Warning was shown that System Restore seemed to be disabled on my system, while in fact it IS enabled on drive C:\ (not on D:\ and E:\) :

Obviously the System Restore feature does NOT work properly and that's rather an alarming finding.
I strongly concur with your findings! :
