Did you maybe check the "Silent Install" option? This is by default disabled and gives you a chance to not automatically reboot the system after the setup is complete.

Alternatively, you may have allowed jv16 PowerTools 2017 to reboot the machine after Initial Setup is completed.

whousthat wroteI would strongly suggest that this be changed, either by not pre-checking the option in the first place or by allowing it to be unchecked after the fact.
During Initial Setup, jv16 PowerTools caches various types of information about your system so that it can actually perform faster when it will be used for the first time and other later times. During this caching process, you can disable the automatic reboot so that jv16 PowerTools will not reboot your system after done.
