The Startup Optimizer works by integrating itself to the Windows startup process. If you have 13 automatically starting programs, that means the Startup Optimizer takes them over and starts with 13 instances, so yes, it's normal (though 13 automatically starting programs is a lot, you should see if you really need them all, they will slow down your system).
If you don't like this to happen, you can disable the Startup Optimizer.
To update, please wait a few minutes for the Windows startup to complete and the Startup Optimizer processes to close down.
