I ran "Clean and fix my computer" and applied the changes and then ran "Speed up my computer" and applied the changes I understood but didn't explicitly suppress or re-order any start up programs.
But now for some good news. It seems that Malwarebytes Anti-Malware was still running in the background. Luckily it sensed a new version update that I was able to start and it found a strange registry entry that sounded to me to be the root of my trouble,
HKLM\SOFTWARE\WOW6432NODE\MICROSOFT\INTERNET EXPLORER\LOW RIGHTS\ELEVATIONPOLICY\{1C8501DD-5580-48AB-B25C-6D5DBE835A6A}
as well as several others with WINDOWS\CURRENTVERSION instead of INTERNET EXPLORER and various continuations with the same {...} at their end and MBAM found them as malware and gave me the option to quarantine them via a forced reboot, and it was , since after rebooting I could now run all the programs that had been suppressed after running "jv16 PowerTools 2014".
I hope that there are some instructions in the manual telling others not to do what I did 'cause it was really scarry. Please let me know if this is a known problem and when it may be fixed , 'cause I sure done want to risk running "jvPowerTools 2014" again until it is ready for prime time.
