I have the same problem. And my license does not work.
In my case, History cleaner and System Optimizer have the same problem, which is continuing from jv16PT 2011.
And in my case, these problems happen when I use Japanese as the language for non-unicode program on English WIN7.
On the other hand, when I use English for non-unicode program, everything works OK.
As you can see, all these problems happen on the functions using a setting file having a name *.xbin (not *.bin).
