Old versions are stored to the server with such naming convention.
However, the latest product version will always be available at URL:
http://www.macecraft.com/downloads/jv16pt_setup_hb.exe
This is to ensure all the download sites always list the very latest product version. If we would use version in the setup's filename, every single download site would have to update their listing every time we release a new version. Even with PADs, it would be a hassle.
