Not that I know of, clicking on the handbook icon brings out the handbook.
Did you Close/Start jv16PT after putting the handbook .pdf in the Help folder?

Yes I did close the program and then re-start but still nothing. Since yours works correctly then I shall try a complete re-install to see if that fixes the problem.

I have now uninstalled jv16PT, restarted the PC and installed jv16 PT. The program directory shows that the Handbook is installed in the help folder and when I double click it the Handbook opens as a pdf and I can read everything. However, clicking on the Handbook Icon of the opened program still does nothing. I am running Windows 7 Ultimate 64 bit and wonder if this might be the problem. Do you have an other suggestions?

I am using English for everything on my PC.

No problem for me switching between 3 languages on 64 bit Win 7 Premium (no SP1)

I'm using Win7 Ultimate 64 bit also and like I wrote I have no problems opening the Handbook file by clicking on the icon.

It looks like the only difference between our two systems is that I have SP1 and you do not. Perhaps that is the cause of the problem?
