Can not delete JV16 PowerTools 2010

Hello i have a few things that are puzzling me. The message stated below appears when i have been trying to uninstall jv16 powertools 2010, and therefore i am unable to complete the task? The message also appears upon booting up my computer?

C:\Windows\system32\oledlg.dll is either not designed to run on Windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendor for support

A box then appears stating that "Setup application has stopped working"

Any ideas what this means and how i can rectify this?

Could you use Msconfig.exe to check whether anything relating to PowerTools' Uninstaller is setup to automatically start with Windows?

To uninstall PowerTools, all you have to do is to delete the program's installation directory, it's by default C:\Program Files\jv16 PowerTools 2010\.
