The .dat file GlobalIgnoreList.dat looks very strange. Did you change the way this .dat file is constructed? On x64, in jv16 Settings>Advanced, it shows my A, G, H, and O drives in the list which is correct.

Yes, this is by design. To avoid any character encoding problems, all the PowerTools' configuration data that involves multiple lines of data, such as the Data field of the , are now encoded. This change was made a few weeks ago already, it was listed in the Change Log.
The bad thing is, of course, that now you cannot edit these settings manually but I didn't find any other solution. The old method of storing data was causing problems.
