This is always stated in the News item about the new version. For example:
"You can install the new version over any previous versions of PowerTools Lite."

And pretty much always you can install the new version over the old version. We haven't had a new release that required the previous version to be uninstalled in years.

Nope. There might be in the future, at least for jv16 PowerTools.

When installing a new version over the old version (i.e. not doing an uninstallation) the Settings and Backups are always kept. This is one of our design goals.
