There are many posts on this forum about it and I guess every user of the PowerTools has the same problem.
It's a fact the tool can't open the Security hive (never).
The issue has been often reported, but so far the developer hasn't / couldn't (?) fix(ed) it.
Note: don't use ImageShack, there's a possibility in the forum software to attach images. Click on "Upload attachment" at the bottom of the new / edit post window.
Dont use the registry compactor it has screwed up my computer a couple of times. Had to delete and reinstall some programs that was damaged. And the benefits of registry compacting is doubtful.
It isent worth it!

The Registry Compactor does not modify the contents of the registry in any ways, therefore I do not think it is possible that any programs would stop working simply after using the feature. All the feature does is asks Windows to rebuild the registry storage files, this doesn't in any ways affect the contents of the registry.
I'm using Registry Compactor regularly on my Windows XP Home / SP3 withouth no problems - no error message about Security hive and never a screwed up system.

I deleted W7 x64 7100 from the hard drive and setup the drive for the final release of W7 x64.
