Is it OK to leave the file in there all the time then?
No, unless you want to run in debug mode all the time.
I normally rename it in place to turn off debug for the next session (DebugMode_.dat, for example).
However, because of the new debug facilities, I have installed the program to two different folders, one for normal use and one for debugging use. I control which one I launch with clearly named shortcuts.
