Discount for current 1.5 users upgrading

According to my pop-up for updates there is a discount for upgrading (only $6.95) but when I try and pay it always asks me to pay the full price.

To what product you are trying to upgrade?

I'm sorry but that doesn't really answer my question, are you referring to "jv16 PowerTools" product or something else?

Yes. I have JV16 Power Tools 1.5 and trying to get the 1.8 version at the discount advised on the web site. When I try to buy it is at full price.
