The theory at that link is that icons sometimes don't show correctly due to corruption in the icon cache (C:\Users\Owner\AppData\Local\IconCache.db).
The suggested "Method One" is safe to do. Although my icons are okay, I just did this variation of "Method One" with no impact:
1. Renamed IconCache.db to IconCache.db_
2. Restarted windows
3. The reboot completed with no problems; everything on the Desktop appears to be normal
4. The new IconCache.db has a size of 3.495 KB; IconCache.db_ has a size of 3,551 KB
