I Think there is an Blue-Screen error.
You can check this by doing the following.
1. Right-Click on My Computer > Properties.
2. Advanced > Startup and Recovery > Settings.
3. Uncheck System Failure > Automaticly Restart.
4. Click 2 times on OK and now try it again.
It could be that there will appear a Blue-Screen now, What is important is to check for some hex values something like "0x00000005".

You can try to disable everthing that starts with Windows.
You can do this by the following.
1. Start > msconfig.
2. General {Tab} > Select 'Diagnostic Setup'.
3. Restart the computer and then check again.
If this works, then there defenatly is a program that interfearce with PowerTools. You can now try to enable those software entrys one-by-one.
If then for some reason PowerTools won't start, then that program creates the problem.
