jV16 2007 will not open under Windows 98SE

I have been running jV16 2006 in my Windows 98SE partition for some time. I downloaded jV16 2007 and have installed it several times. In every case, the program will not open, even from jV16??.exe. The 2007 version of unins000.exe does remove the installation. Does jV16 2007 work under Windows 98?
