A little search on the forum brought up the following:

Tip: Create an empty file called "DebugMode.dat" to the installation directory of jv16 PowerTools 2006 and the program will start in debug mode.
Running the program in Debug Mode will show you some debug buttons in some tools (Software Manager and Registry Cleaner), most of which are something you can test yourself.
Delete the DebugMode.dat to start the program normally again.
