Empty backups

From time to time, when for whatever reason, a tool removed nothing, an empty backup is created. The backup tool has a size column, but for an empty backup, the size reflects header information only. It would be helpful if it flagged the backup as empty.

Some empty backup scenarios observed are when a backup ID directory contains:

* only index.dat

* index.dat and entries.reg, but entries.reg contains ony header information

Note: several cases have an index.dat and an entries.reg containing valid registry restore items, but also three zero length files (cookies.dat, files.dat, and strings.dat). These cases are not empty backups, but should the empty .dat files be there?
