Try it in RC1 and see what happens with one and multiple tools active ...

With setting "Open small tool windows to the center of the main window," checked, and one tool active, the tool window is in front when task bar restore is done When more than one tool is active and centered, all but one are behind the main window. If the in front tool window is closed, the others remain behind the main window when a task bar restore is done. If the main window is "x"ed instead of minimized, task bar restore brings up the tool windows, but not the main window.
If the "Open small tool windows to the center of the main window" setting is unchecked, a part of each window is visible (most of the time), and any one can be brought to the front with a click on it.
