I have an old license. it is not being applied.
It may be too old. If you bought a license for, say, "jv16 PowerTools 2005", that license is forever valid for that product, "jv16 PowerTools 2005". It's similar to if you bought Windows XP, you can forever use Windows XP, but that same license won't work for Windows 10.
Unless, of course, you bought one of our "for life" licenses that we used to sell, which entitle you to upgrade to all new versions of jv16 PowerTools, including this one.
In the case all this sounds confusing: it is. That's why we changed the licensing and the product naming. From now, there is only one product, it's called "jv16 PowerTools" (no more years or version numbers), and all the new licenses for a specific time. So, a one year license will work for one year and gives you all the updates for free. And a five year license will work for five years (clearly), and you get all the version updates and upgrades during this time, for free.
