Unrecoverable errors that require OS Operating System reinstall

I called HP because a laptop keyboard was unresponsive, and they said to reinstall the operating system.
Seriously.
Truth be told, that's what I did, and it worked -- but the computer was only a few day's old, and we had nothing on it.
But, really -- reinstall the operating system because a driver can't be reinstalled?
I have a Toshiba WIndows 8 that lost the driver to the network ... even a supplemental USB-to-Ethernet adapter can't be installed.
And it won't take Windows 8.1 update from CD ... works for hours, then says "failed, returning system to prior state".
I set the UEFI for legacy boot via CMOS so I could run a fix-cd ( Tenorshare Boot Genius ) ... and now I can't get back into the CMOS to flip it back to the UEFI HD to reboot.
A LikeNewPC CD for Windows 8-64 ran for DAYS ... but also made no changes ( at least the CD booted as UEFI with no CMOS changes ).
I'm reverting to Windows 7 Pro, then at least I can run ComboFix on demand.
