Recognition.dll system error message at each program start

For awhile I've been getting the attached error message each time I start jv16 PT 2014. I reinstall and run the program, but it happens again the next time (reboots between). Suggestions how to solve this? Thanks,

Recognition.dll is a file in the root directory of the program.

The message seems to indicate this file is missing. It's strange because you did a reinstall.

Anyway, take a look in the root directory of jv16 PowerTools 2014 and check if this file is present.

No, it's not there, that's the point...

(updated) After some testing, I'm finding that normal Windows reboot is deleting the file. What would cause that? I excluded it from Comodo firewall and it's not getting quarantined, so not sure what's going on.

I've submitted a support ticket.
