(Using Win 7 Professional as Administrator)
I attempted the following:
In the x64 directory, Programs, within the Internet Explorer folder, I create a zero-byte file called "Test.exe".
I create a shortcut in the Start Menu by right-clicking Test.exe and selecting Pin to Start Menu.
Then, I delete Test.exe from the Internet Explorer folder.
This results in a broken shortcut, which is confirmed if you attempt to click on the shortcut.
Using jv16PT, I select System Tools | Start Menu Tool | Start.
The broken shortcut is not found.
NOTE: Using this same method, an empty folder IS found.
With both the file and shortcut deleted, I then use Registry Tools | Registry Finder, to locate this entry:

But, if I use Registry Tools | Registry Cleaner (even with most aggressive scan), these useless entries are not found.
