User can delete this bookmark from within IE8 but the setting to not display it is reported in Registry Cleaner as an invalid entry. If the entry is 'fixed' (deleted) the Suggested Sites bookmark will be seen again in IE8.
A workaround is to set this entry to be ignored in future passes of Registry Cleaner. But be carefull! It is easy to set everything reported as to be ignored and hard to find the un-ignore screen. Best to deselect the Suggested Sites item, fix everything else reported, then go back to 'ignore' the Suggested Sites item. Here is what I got when I saved it:
