The two features you are referring to are working as they should, these two features copy to clipboard the contents of the selection, not only textual information about it.
In other words, select some lines from the Directory Finder's result window and select Right Click > Copy to Clipboard > Files, go to some directory with the Windows Explorer and press Ctrl + V, and the contents of the selected directories is copied to the current directory. The Copy to Clipboard > Directory Structure also copies the directory structure, not only the files in the directory structure.
