Startup Manager not using its network feature (PT v.1.8.0.460)

After doing a "Flush cache" in the Settings tool, and then using the Startup Manager, the file StartupCache.dat is not downloaded from the central server.

Added note: PT2007 does download the file.

Although PT2007 does download StartupCache.dat from the central server, it does not use the data in its window display.

Neither does PT2008 with the StartupCache.dat from PT2007.
