It's not doing that on my Vista. The list shows 8 hard disk partitions and 2 so-called removable drives (memory card slots). The letters are C, D, G, H, I, J, K, L, E, and F -- no duplicates.
Correction: two are not memory card slots; they are CD/DVD drives :
