jv16 RC 3 won't open the first time in windows vista

Hello ,

i noticed a strange behaviour in RC 3, and i am able to reproduce it,

when opening the program the first time (executing),the program won't open,after trying the second time it opens,i am having this issue in windows vista home premium edition. :
