I just tried it and the information box did not show, as you said.
It was actually there, however, behind the Reg Cleaner list window. It probably gets back there due to an ill-timed mouse click on the RC window. The only way to see it when this happens is to resize the list window and drag it aside.
It would not jump to the top with task switch (alt-tab) either ... sort of a bug ...
